obama, according to the "huffington post." many of them insignificant measures like naming post offices. speaker john boehner's congress is about to take the prize for inaction. this is not a bipartisan problem. as stated by both liberal and conservative analysts, "we have been studying washington politics and congress for more than 40 years, and never have we seen them this dysfunctional in our past writerings. we have criticized both parties when we believed it was warranted. today, however, we have no choice but to acknowledge that the core of the problem lies with the republican party." let's not forget that this was also the year that senator mitch mcconnell filibustered his own bill, an act that drew the utter consternation of senator dick durbin. >> so this may be a moment in senate history, when a senator made a proposal, and when given an opportunity for a vote on that proposal, filibustered his own proposal. i think we've now reached a new spot in the history of the senate we've never seen before. i'm going to ask the parliamentary to really look into this. i don't think this

done what it can do. many the private sector. that tax rate, you're not adding in the obama increase in petrol taxes. it's over 40 percent. that it's all businesses, subchapter s corporations, elsie's. the larger corporation, the corporate tax rate goes down. that makes them feel good. the businesses that will be hit by these tax increases are the very small and midsize businesses that create jobs same people that get hit with obamacare, the energy increases, and a labor cost increases. lou: what if i told you that it makes some sense. give him at the margin what he wants on taxes. whether that's on investment tax , camping deductions. basically what mitt romney was proposing. get that done. then say what you going to do? you going to still be left if you roll all of that up. you will still be left with a huge deficit. it's going to have to mean cutting the federal budget. >> even if we increase the tax rates, the top 1 percentn this country makes seven timbers of the income. 37 percent of the taxes. so a fair share argument really is it -- lou: you're getting a again start out here.

. on the first point, boehner has a tough time corralling some of the republican votes to vote for obama's plan. if the president brings the 250 plan to the house floor and it gets through the senate, wow won't see many republicans go after it, but at the same time, boehner is pretty safe when it comes to the speakership. you had guys like tom price or eric canter or other guys if they were making noise against him, there would be huge noise that he is in trouble, be but i don't hear that. i'm on capitol hill everyday and i don't hear that and i believe he is safe because there is not a challenger. >> if boehner is safe in the job, that does not mean to say he is at all relevant here, because they are negotiating past him right now and he is not a factor, is that right? >> yes, it is right, and that is partly because boehner proved na he could not get it through the house, and now the ball is in mitch mcconnell's corner, andi i can only imagine how upset mitch mcconnell is with boehner, with his inability to get republican support. and all for the eye when he is up for reelection in 2014. but y

on the hill and there's a lot of optimism that came from the talks yesterday. of course, president obama hosted congressional leaders at the white house and they left that meeting and many said that it was constructive and they were optimistic that a deal could get done and i've been talking to my sources today and that same optimism isn't really present right now. there's more skepticism about a deal getting done and it is still very early in this process and this is a fluid situation so it could change on a dime, but that's what's going on behind the scenes and the white house monitoring clearly, what's happening. >> what's the president doing today? >> reporter: well, he doesn't have any events on his public schedule and he does have an industry with david gregory from "meet the press." other than that, we don't have a readout of what's happening and we're hoping to get more information as the day wears on about what, specifically, he's done and how he's been engaged in these talks, but right now my sources at the white house are not reading out any of the discussions that may or may

between bad and worse. i am voting for bad. obama. what is your opinion? >> i find this choice as i am sure many of you do, continue will exercise in the lesser evil issue. i understand the logic of choosing the lesser evil and i suppose i will choose the lesser evil unless i am in a state where most americans will be where the decision, the outcome is already known. is not an issue, only a handful of states where there's a real contest and our don't live in one of those. my guess is i will free to vote however one to because it will not affect the outcome between the two major candidates. for me the most important thing i can think of is to develop alternatives and build whatever third parties or new social movements. i am deeply moved and excited by the occupy wall street break through. i think that is a monumental shift in american politics. it is the first major social movement in my experience of america which has put the economic question front and center. unlike the civil-rights and feminists and many other important movements of our time where there was fear of going in that di

being able to compare apples to apples is important. two different outcome measures is important. many of you may know that the obama administration tried to start doing that, mostly in the for-profit sector, but not exclusively, and has had a lot of opposition over that. i think we will see more efforts coming in the next four years. the last thing i would say is what i said earlier, which is that for people who do not complete, knowing that this is a factor that leads to default, that we do not make that the final sentence for everybody. let's make it easier for people to transition out of default, to prevent them from getting into default in the first place. the best way to solve the problem is to help people and of succeeding. if you have better completion rates, you have your people in the problem in the first place. >> the key is getting the student who starts to the finish line. the focus on completion rates has a new ones to it. one of the easiest ways for college to have good completion rates is to deny admission to high risk students. we need to remove the obstacles that keep

that many republicans don't want to increase taxes at all. so that is a real sticking point. but president obama saying he believes if his proposal were put to a vote in the senate and house it could get through. of course it would be a much bigger challenge in the house. he'd have to get almost all democrats to vote for it and about 30 republicans. the calculation right now, though, is that whatever proposal is put through the senate that essentially the house will be left holding the ball. so it would be up to them to decide what to do with it. that's something that president obama talked about in his weekly address address today. saying let's let the legislation go through. if house republicans want to vote it down that's their prerogative. the strategy of course is to make them own the defeat if that is what in fact does wind up happening. so there's a lot of public pressure to get this done. we've already seen the markets have been impacted. public frustration mounting. consumer confidence has been impacted. we've seen less spending during this holiday season in part because people ar
